Fusion centers were created after the 9/11 terrorist attacks to facilitate the type of multi-jurisdictional information sharing needed to prevent another strike on the homeland. The centers provided a mechanism for state and local governments and the federal government to analyze, share and disseminate information and intelligence. In recent years, the growing number and sophistication of threats to the nation’s cyber infrastructure have motivated governors to consider adding or expanding cybersecurity capabilities within state fusion centers.
