Anna Heard
Senior Policy Analyst
NGA Center for Best Practices
Anna Heard serves as a Senior Policy Analyst in the NGA Center for Best Practices. In this role, she works on healthcare delivery issues including healthcare cost and coverage, adverse childhood experiences and trauma, health equity, and the healthcare workforce.
Prior to joining the National Governors Association, Anna served as a Federal Health Consultant at Deloitte, where she supported federal clients with healthcare transformation. Her efforts focused on strengthening primary care, shifting to value-based care, addressing social determinants of health, and facilitating health data sharing. Anna also has legislative experience from her time as a Fiscal Policy Analyst with the Senate Committee on Ways and Means at the Massachusetts State House. In this position, she worked on public health, mental health, and disability policy issues.
Anna earned her bachelor’s degree in economics from Tufts University and her master’s degree in public policy from Georgetown University. She originally hails from Connecticut.
