Dear Speaker Pelosi, Leader McCarthy, Leader Schumer and Leader McConnell:
RE: Safeguarding Coronavirus State and Local Fiscal Recovery Funds (CSLFRF)
On behalf of the nation’s Governors, we strongly urge Congress to safeguard the Coronavirus State and Local Fiscal Recovery Funds (CSLFRF) that were included in the American Rescue Plan Act (ARPA). It is critical states and territories are treated equally no matter if they received federal dollars in one or two equal payments.
Since enactment of ARPA, we have been working collaboratively with the White House and the U.S. Department of the Treasury to implement the $350 billion provided under the law.
As Congress considers the Fiscal Year 2022 omnibus appropriations package, we strongly oppose any recission of the CSLFRF, which would jeopardize our shared goals of mitigating, responding to and fostering a transformational recovery from this unprecedented national pandemic.
We urge lawmakers to negotiate in good faith to advance FY 2022 spending legislation, while preserving the critical support provided through the CSLFRF.
